41 Creates spending limits for programs receiving new special taxes by state law or ballot
42 Prohibits new taxes on ownership of assets
43 Requires 2/3 public vote for special tax initiatives; prohibits ad valorem taxes
44 Regulates health care clinic expenditures
45 Creates new timelines for environmental review and public comment on projects
